    Director, Compliance Technology Project Manager / Business Analyst

    SMBC Nikko Securities America, Inc. is a member of the Sumitomo Mitsui Financial Group, one of the world's largest global financial institutions. Based in New York City, we provide financial products and services to institutional clients, focusing on North America and Latin America. The firm is an SEC registered securities broker-dealer and member of the Financial Industry Regulatory Authority (FINRA) and the Municipal Securities Rulemaking Board (MSRB). We are seeking an experienced and motivated individual to join the Compliance team to leverage technology to meet regulatory requirements and business objectives.

     

    Responsibilities

    The role of the Compliance Technology Project Manager/Business Analyst is to seek solutions and maximize the use of technology to satisfy regulatory requirements and business goals.

    Work in and with the Compliance team to:

    Understand information technology requirements of US securities laws and regulations and be able to convey them, in plain language, to management, internal IT resources and vendors. Conversely, be able to explain IT requirements of vendors and systems to Compliance in order to assess options and makes choices best suited for the firm and to meet regulatory obligations and best practices.

    Advise business owners, IT and vendors on and test the set-up of systems to ensure they are configured in a manner that meets
    - record-keeping requirements (SEC Rule 17a-4) including WORM/run book/designated third party;
    - e-communications and electronic information barriers requirements:
    - reporting requirements including TRACE/ACT/OATS;
    - market access risk controls (SEC Rule 15c3-5);
    - Consolidated Audit Trail (SEC Rule 609) clock synchronization; and
    - Business Continuity Plan (FINRA Rule 4370) requirements.

    From a user perspective, oversee current compliance systems to maximize performance and utilization of tools, assist in the implementation and understanding of upgrades, troubleshoot and work with internal IT resources and vendors to resolve problems.

    Test and document the proper performance of compliance systems.

    Flow chart and identify work flow improvements to automate manual processes.

    Write a business case in order to support the purchase of new technology and to seek alternatives within a budget. Assist in the preparation of Project Initiation Documents and Business Requirement Documents for compliance systems.

    Search market place for out-of-the-box compliance solutions from vendors or alternatively identify consultants/developers that can build software or system.

    Facilitate the Vendor Risk Management and Application Risk Management review processes for compliance systems and vendors.

    Consult with affiliates on the development and maintenance of shared and global compliance systems.

    Attend IT Risk meetings, participate in the preparation of the annual cybersecurity report to the Board and annual SEC Rule 15c3-5 market access risk controls report.

    Assist in the design of supervisory controls to monitor outsourced covered regulatory functions to technology vendors. 

     

    Qualifications

    7-10 years of directly relevant experience in compliance and IT working at a broker dealer.

    Good working knowledge of SEC and FINRA securities regulations.

    Knowledge of IT requirements and experience in dealing with technology vendors, RFPs, POCs, UAT, etc.

    Experience in analyzing work flows and understanding what connectivity is possible between divergent systems.

    Leading and facilitating working group discussions with Compliance, IT and business owners.

    Proven track record of delivering results and projects.

    Experience working for a global company in a cross-cultural environment would be a plus. 

     

    Required Skills/Abilities;

    Strong analytical, strategic thinking and problem solving skills, including a thorough understanding of how to interpret business needs in order to seek optimal solutions.

    Fluent in converting user requirements into usable technical specifications.

    Ability to flow chart work flows and suggest automated solutions.

    Strong work ethic with focus on meeting deadlines and objectives.

    Self-starter able to work independently with minimal supervision as well as within a team environment.

    Excellent oral, written and presentation skills including the ability to articulate tecnology and regulatory requirements to business professionals.

    Detail-oriented with ability to multitask, organize and prioritize, and meet deadlines.
